Organizational Policy & Standards for the Prevention of Child Sexual Exploitation and Abuse (CSAE)

This policy framework sets binding standards to prevent, identify, report, and respond to Child Sexual Exploitation and Abuse (CSAE). It applies to all staff, contractors, volunteers, board members, and partners across all physical and digital operations.

Core Principles

  • Zero Tolerance: Absolute non-tolerance of any form of child sexual abuse, exploitation, grooming, or exposure to sexually explicit material.

  • Best Interests of the Child: The safety, well-being, rights, and dignity of the child remain the primary consideration in all decisions and operations.

  • Mandatory Reporting: Clear, non-negotiable obligation for personnel to report suspected, alleged, or observed CSAE incidents immediately.

  • Confidentiality & Non-Retaliation: Strict privacy protection for victims and whistleblowers, backed by anti-retaliation guarantees.

  • Do No Harm: Risk assessment and mitigation integrated into all programs, products, and operational workflows.

Key Operational Standards

1. Safe Recruitment & Screening

  • Vetting Protocols: Mandatory identity verification, background checks, national criminal history checks, and sex-offender registry screenings for all personnel.

  • Reference Verification: Structured reference checks specifically asking former employers about past behavioral issues, disciplinary actions, or concerns regarding child safety.

  • Self-Declaration: Required signed declaration from all candidates confirming no past history, investigations, or convictions related to CSAE or child harm.

2. Code of Conduct & Behavioral Standards

  • Prohibited Actions:

    • Never engage in sexual activity, contact, or suggestively sexual speech with any child (defined as anyone under age 18).

    • Never touch a child in a culturally inappropriate, unnecessary, or uninvited manner.

    • Never spend unmonitored, one-on-one time with a child behind closed doors without prior authorization and visible line-of-sight.

    • Never photograph or record children without documented informed consent from both the child and parent/guardian.

    • Never share, store, transmit, or access Child Sexual Abuse Material (CSAM) or sexually explicit content on organization-owned devices or networks.

  • Digital Conduct: All electronic communications with minors must occur through official, monitored channels. Personal messaging, private social media contact, or encrypted off-platform chats with minors are strictly prohibited.

3. Operational & Environmental Safety

  • Physical Safety Controls: Design physical spaces to maintain high visibility and open-door policies. Restroom and changing room facilities must ensure age-appropriate privacy while preventing unauthorized adult access.

  • Digital Safety Controls:

    • Enforce robust content moderation, media hash-matching (e.g., PhotoDNA/NCMEC hash databases), and automated detection tools on platforms hosting user-generated content or private messaging.

    • Maintain restricted administrator access levels and enforce multi-factor authentication across systems processing data related to minors.

4. Mandatory Reporting & Incident Response

  • Immediate Escalation: Any personnel who suspects, witnesses, or receives a report of CSAE must notify the designated Child Safeguarding Officer within 24 hours.

  • External Reporting: The organization will report all credible allegations or discoveries of CSAM/CSAE directly to appropriate law enforcement authorities and specialized reporting bodies (such as NCMEC or equivalent national agencies).

  • Support & Protection: Provide immediate medical, psychological, and legal referral support to victims. Maintain strict confidentiality on a need-to-know basis throughout all internal and external investigations.

5. Governance, Training & Continuous Review

  • Mandatory Training: Comprehensive onboarding and annual refresher training on identifying signs of CSAE, online grooming risks, reporting protocols, and code of conduct enforcement.

  • Risk Assessments: Regular audit and risk assessment of programs, physical sites, software products, and partner operations to identify and mitigate potential child safety vulnerabilities.

  • Accountability: Any breach of these standards will result in immediate suspension pending investigation, termination of employment/contract, and formal notification to regulatory and legal authorities.
